It's not a gimmick, nor a hoax. It really is exactly what Vince McMahon says it is... he's giving away the sum of a million dollars a week each week on RAW.
Yes, he's doing it all for the sake of ratings. And yes, he'll probably make more back with the increased traffic on WWE.com, let alone the increased ratings he'll likely get tonight, but don't you want your chance anyways at a piece of that pie... or as The Rock would call it... poon-tang pie? Hey, I know it's a long shot, but it's a FREE long shot at the money he'll be giving away, and I'll take a free long shot any day!
